personnel by offering to suitable candidates a certain number of vacancies in the cadre of Probationer Nurse under conditions exactly similar to those enjoyed by Asiatic probationers and to allow these persons in due course on becoming qualified to apply for vacancies in the local cadre of nursing sisters whence they might possibly be eligible for transfer to posts in other Colonies even though for membership of the Colonial Nursing Service further training in the United Kingdom might be considered

necessary.

The advantages of such a proposal

(a) savings would be effected in the cost of passages

to and from England if the sisters were locally

domiciled;

(b) the Medical Department would be able to tide over without inconvenience the inevitable delays in recruitment of sisters from the United Kingdom; (c) such local candidates would already possess some

knowledge of Chinese customs and, in some cases, of

the Chinese language;

(d) such a cadre would provide openings for a good type

of local British girl; and

(e) it is to be expected that such a cadre could be relied upon to stay at their posts in emergency when the Asiatic staff might be prevailed upon by

their relatives to leave the Colony.
